Question: Does a disabled owner of a therapy animal have rights to public access?

Answer: Yes. Restrictions only apply if the Therapy Animal helps other people at school, hospitals, and other locations, but the owner/handler is not himself or herself disabled. A Therapy Animal can be owned by someone who has no disabilities.
